First, a sealed tube is obtained by longitudinally heat-sealing the film, and then the cylindrical film is moved to a position where it is heat-sealed transversely and sealed transversely to form a packaging bag. The metering device fills the material into the packaging bag through the filling tube, and then seals the other end through the transverse heat sealing device to form a complete packaging unit.
